Harare residents face strict dog ownership rules

Harare – Harare City Council (HCC), has issued a stern warning to residents about strict dog ownership regulations.

According to the Harare Dog and Licensing Control By-laws, individuals residing in properties smaller than 2000 square meters, including areas like Budiriro, Glen Norah, Warren Park, Westlea, and Avondale, are limited to owning a maximum of two dogs. 

“No person shall keep more than two dogs on any property measuring less than 2000 square meters, or more than four dogs on any other property,” reads Section 4 (1) of the Harare Dog and Licensing Control By-Laws. 

Those living in larger properties, such as Greystone Park and Shawasha Hills, can own up to four dogs.

Furthermore, dog ownership in Harare requires a permit, and allowing dogs to roam freely or breeding them is strictly prohibited. 

“No owner shall allow their dog to roam without restraint beyond the limits of their property, and every dog owner shall ensure that their property is secured and gated to keep the dog(s) within those limits,” reads Section 12 of the By-law.

Failure to adhere to these regulations can result in a level three fine, imprisonment of up to six months, or both.

HCC acting chamber secretary, Warren Chiwawa, emphasized the importance of complying with these by-laws. 

He urged residents to obtain necessary permits and ensure their dogs are properly restrained within their properties.
